Because it would still replenish insane amounts of ES on block.
While other shields would be utter shit.

If you remake the block mechanic to only stop 50% of the damage, you can in turn buff block passives so less investment is required. And AA could have stayed the way it is, even if it replenishes 4% on block. If you still receive 50% of the damage it wont be that effective.

But allas, GGG decided to nerf AA (really is it a nerf?) and leave the block mechanic as is.

Will be interesting to see the final patch-notes.
