Actually, Crest of Perandus (with life + 10% more block chance + 3% leech) was better for me in domination than Aegis until I had the passives to make up the block difference + finally reached IR and got some ES. Aegis is not the instant YOU WIN button you believe it to be. It's only after you get the other items does it become that way.

These people clearly didn't listen to the same interview as me, though, because I heard Qarl say block in PvE was probably not getting a change but that items related to it might and to infer what you would from that (as they were talking about Aegis.)
