How to fix the whole Righteous Fire problem

No unique grants permanent fire immunity. The best you can get is 75+4+2+8=89 fire resistance (from Purity aura, Elemental Adaptation passive, and Rise of the Phoenix unique shield), under which you can temporarily bump to 100 fire resist (immunity) using a Ruby Flask (10+1 from Inner Force).

The reason it looks like immunity is because they have ES regen that outperforms the damage. Typically RF deals 11% (RotP w/o Inner Force), 13% (RotP+IF), 19% (Springleaf w/o IF), or 22.4% (SL+IF) of life in burning damage per second. Zealot's Oath and/or Shavronne's Revelation ring provide x% of ES in regeneration per second. So the main trick in those builds is not taking CI while having much more ES than life; a Springleaf low-life Zealot's Oath user has 7.95% ES regen with just that shield, Inner Force, and Vitality aura, so if they also have 3 times as much ES as life that's enough to handle 23.85% burning damage, when they're only looking at 22.4%.

That's why the key to fixing RF is in basing it off ES; it would prevent life-vs-ES leveraging and make it very difficult, but not impossible, to get enough ES regen to outpace burning damage.
