O_o That's an insane amulet. The sky's the limit, I would start with at least 70 ex. Wouldn't accept less than 40 for sure. There's nothing else on the market like it, so hard to say. But you probably know all this already ;)

Im now level 85, its very hard to advance maps coz i got low dps and defence...
please help me how can i improve this build...

well what's budget? You need new weps, new chest, new helm (with non shitty enchant), basically you need a lot better gear. Check OP and look at gear in POB and copy.

Stay with Deceiver until you can get the Doryani jewel and the Keystone.
