lvl 1 13-18% gems are nearly worthless because a lvl ~19.3 normal gem would be worth more.
and when you start a new character youd want lvl 1 20% gem, not 14% gem.

No one was amassing cheap level 20 gems unless they knew about the recipe. Before today, that was very, very few people.

And yes, of course, I would rather start with level 1 20% frenzy, but if I find a 15% throughout my travels, it would be a lot less hassle just to spend 5 GCP and get what I wanted instantly.

I know people with 50-80 gems backlogged to sell. One person I know has two full stash tabs of 20q gems. Pretty suprising this anonymous guy chose to reveal the recipe rather than make bank, unless this is GGG's anonymous "you guys should know about this now I guess...".
