Haven't played LoL. Do characters there also have a common passive skill tree and active abilities/gear that every class can use?
Quick search tells me that they don't, but I might have missed something.

They have common passive trees, gear and active abilities from some items they can buy, while each hero has unique passive and active abilities. But the point is that freedom in team customization is endless, still it can be balanced (they need to balance each hero not by its own, but how he adds value to rest of the team, and depending on what the rest of team is, also on what enemy team is, hero's value might change a lot, there are huge amount of combos and counterpicks).
