-> Often times they have been. Take Prophecy, for instance. As Prophecy was incorporated into the core game, all its uniques came as well. If you're arguing for post-league farming it is currently available for a lot of past leagues. Just look at all the divination cards that give past items, and the mods that Zana herself has.

-> The items are actually available in standard during the leagues as well as afterwards (during from ripped HC characters, if they decide to liquidate their chars) and afterwards from people coming in with the items, or from the mechanics themselves coming in.
The new leagues are tests for encounter mechanics, most of the time, not items. Take things like breaches, perandus chests, prophecies, or warbands. As for why the encounter mechanics themselves don't come in to standard immediately, see point #3.

3) If the league mechanics are unbalanced/anti-fun, Standard can be preserved as is (a previous 'snapshot' of the game, if you will) without having to have the changes in it.

-> How are you being punished? I've played quite a bit of Standard myself (I'm not playing it atm cause of the Mjolner changes). If you're saying you're being punished because you're not able to get all of the league exclusive uniques from the past without buying them from another player, this is not a valid argument. You have access to them if you really want it, and most of them you are able to find yourself if you go about it in the right way.
There's an opportunity cost for playing Standard and for playing leagues.
The cost for playing leagues is having to do all of your progression over again, while being able to enjoy new content, which typically includes encounters and new unique items.
The cost for playing the permanent league is having to wait for temp leagues to end for the mechanics to roll into the core game and having to purchase the uniques sometimes, while being able to enjoy all your progression from your past characters.

I understand your desire to be able to farm all the items in the core game, but to be honest your best shot at getting them with the least effort is just to play the leagues (like you're doing now).

A lot of the unique items (especially from the last few leagues) have been completely integrated into the core game after the league ends (prophecy probably being the biggest example of this).

I would say all players have equal opportunities to enjoy the same additions to the game though. There's nothing preventing anyone from making a new character in the temp leagues to enjoy the content.
As I said a few paragraphs up, there's opportunity costs for playing STD and the temp leagues (ie there's 'penalties' for playing leagues just as much as there are for playing STD).

Everbody can play leagues - if they chose to. If they don't, it's their decision. Since leagues are open to everyone, there are no first/second class citizens.

Also, it's up to standard players to limit themselves to standard. They can go league anytime they want.
