One big problem in this... let's call it conversation, is the misconception of punishment, a word you use very often.

No one is being "punished" for not playing leagues. GGG want people to play the leagues, thus they incentivize league players by offering MTXs for completed challenges, access to new mechanics and league specific uniques - and some of this stuff even comes to standard after the leagues end in one form or another.
Calling this punishment is skewed. It's like an employer offering a premium for any worker who instead of doing the work they always do (standard work) now does some slightly different work (league work). Everyone is allowed to choose to do the league work in order to get that premium or just do their original work and get their usual salary.
Those who chose to do the standard work are not being punished - the league workers are being rewarded.

And you could also turn the whole thing around: Why are league players being punished for playing in the league? They don't get access to their stashes full of currency, essences, maps, levelling gear, levelled characters, atlas progression and so on but have to start out completely impoverished. They have to live (or die, especially in HC a big issue) with new potentially imbalanced content and put up with high prices, especially at the beginning of the league, for rare yet build enabling gear - and all they get is a first shot at some unique items and said potentially imbalanced and maybe even unfun content and, if they happen to persevere, some MTX.
All the while standard players can farm currency all day long with their high level chars, can buy any piece of gear they like or even take their amassed chance orbs to a map with the desired league mod and chance their league unique.

Is it fair to punish league players that way?
