Never going to happen. As others have said, people need to demand service BEFORE payment.

Team up with a group (guild or whatever) of like minded people and stop relying on strangers to play the game for them.

This is not a valid example in the above case. This guy didn't scam one guy once, he scammed over and over and over with repeated reports and a pattern of behavior. There are just piles of reports and evidence! The pattern of behavior part is extremely relevant and important mind you, because ironically this is exactly how GGG enacts some bans! They can and do ban people purely on the basis of suspicious behavior if they think they are behaving like a bot. Without a single iota of evidence, without even a report! So the whole, oh GGG can't possibly figure this out without hiring a private investigator bit is a bit absurd. There is a clear pattern of behavior established in the case of egregious scammers such as this one (and I never once suggested anyone be banned merely on the basis of an isolated accusation!). They need look no further than the pile of reports and screenshots, and they actually have a far more valid excuse for banning than when they hand out bans because they just think someone is acting like a bot.

That's what pretty much all of the trading in Path of Exile is... not defending people for falling for it, but some exchanges require faith that the other individual will fulfill their end of the bargain. Master services, cross league trading (the legit kind), etc... Just never trading is a resolution but so is punishing some of the most vile members of the community.

Actually the Steam scammer warning in trade menu would probably go a very long way in discouraging scammers. I wouldn't want people getting flagged on one accusation or very little proof, but it seems to me in this instance something like that would prevented this situation entirely (and kept the guy whose identity is being protected from getting rich off his scams). It would be a reasonable approach in light of their no name no shame policy combined with reluctance to ban. My main issue is that horrible behavior is being legitimized to the point that it is negatively impacting the community. There are a lot of great people playing the game, and scumbags don't just take advantage of some of them, it makes it a worse game. I've never once in my life played an online game where I was like man, this game doesn't have enough scumbags, we need people messing me trying to rip me off, we need people making swapping items out in trade menu, we need fake offers, that would make the game so much better...

"all trading"? Swapping one item for another doesn't take any faith in the other player which IMO is what all trading should be. I find all of this paying for services stuff to be lame, may as well pay someone in real life to play the game for you.

This is entirely correct. I had a player banned (on an account that was a few years old, with supporter tags), because he was pulling a similar scam in Perandus league. If you have proof with screenshots, they can go back and check the logs to see what was really transpiring. Unfortunately, it is possible to doctor screenshots with software such as Photoshop, so this is also their method of protecting individuals from being falsely accused. Even if they don't ban people who are falsely accused, the damage to their reputation would already be done, so it makes perfect sense as to why they don't allow 'naming and shaming'. It is not because they are protecting scammers, it is because they are not allowing people outside of staff to pass judgement. I know that it's highly unlikely that anyone would falsify a screenshot in order to damage another user's reputation, but it's certainly possible and feasible.
