CPU or GPU

I think either badly optimized shaders for nvidia cards or as another person mentioned in a different thread when there are too many onscreen sounds (from full party spamming all spells) this can cause ati cards to choke. These explanations both sound plausible to me but the truth is no one really knows why some people experience fps drops in full parties and other don't. One thing is that hardware does not seem to be much of a factor, it's something in the game engine itself. It's gotten a lot better but I still stutter on medium to low settings if there are 3 or more sporkers in a full party and the map rooms are small.

This game is poorly optimized and you will suffer from fps spikes even with a very high end system.

Buy a new computer. That system is multiple generations old, and trying to upgrade the GPU will just cause your CPU to bottleneck the system. Get an SSD. Your load times will be almost instant with an SSD installed.

I know SSDs are awesome (both solid state drives AND super star destroyers) but i dont have one and I still am usually the first person in the zone when my whole party zones...i always thought of them as a luxury and not necessary

Maybe they just have crapier computers. Doesn't mean much.
I know that sound cause me to lag. Shock nova is one of them. If I play sound off I suffer less, but that's not the best solution. Probably would help to have a separate sound card, but I've never tested that.
Hehe same problem with my old desktop, single-core couldn't play Assassins Creed 1 until i added 2 more Gb's of RAM. Wasn't optimal but it got me to finish the game and i had no idea what type of graphic card i had.. but u can figure that one out (single-core processor ..).
I wouldn't recommend running a RAM disk without something over 8GB, even then it's use isn't very useful until you step up to 32GB of RAM where your options are less limited. It's exciting to use some of that part of your RAM as a cache, but I feel investing into a 16gb kit is better spent into getting an SSD. A 16GB kit is around 120 dollars, which gets you a 120GB SSD easily.
