First of all, let's be honest, GGG never does anything in moderation - either something is ridiculously op, or it is so utterly destroyed to the point of unplayability. If coc gets nerfed, it's not just going to be balanced, it's going to be unplayable.
That sounds more like Blizzard than GGG to be honest.
Especially in the context of Cast on Crit, which has been nerfed three times already.

My problem is not that a build is able to do t15/ ubers, but that it can do so with less then ~10-15 ex investment and at level 75-80. That being said, here's hoping they don't kill the current uber meta build :)
so you think the only builds that should be able to do t15/uber are ones that cost 10-15 ex at least?
how long did it take you to get 10-15 ex? what do you think the average amount of exalts per player is? most people won't get 10-15 ex in the time of a league
Most people shouldn't do uber. I'll say it to anyone willing to listen that uber atziri and shaper are meant for the 0.01% who dedicates at least 8 hours per day to the game. Game should be hard people, come on! I made around 20 ex in about 6 weeks play by playing casually ~2hours per day + trading, do the maths.

That internal cooldown is where it's at, honestly, they should find a sweetspot between .05 and .5 or whatever by internal testing, sure the build should still work but it will be better with voll's and crafted dagger, and that will help the economy, dried lake grinding etc. I'm really against nerfing skills to the ground without presenting alternatives as it will kill parts of the economy (who will multicraft daggers if it's gone?).

That's just poor game design, everyone should have a shot at beating these kind of bosses. Yeah some gear required, but mainly your skill is what allows you get through it. Not time though. It's not hard to play 8 hours a day. If you took any human out there and put them in a room and said play for 8 hours a day... they could easily do it. Most people though have time restriction with family, college, job. To just tell them they have no chance is ridiculous.

Well we know that the proc rate is going to be nerfed because the performance issues are proportional to the number of procs. No way around that really.
With this in mind, the only additional change I can think of that would prevent coc from becoming trash is to buff the damage of the procced spells. Maybe a damage-stacking buff that accumulates each time you don't proc, and resets when you do.
This probably wont be as satisfying to play (inconsistent abilities never are), but it will at least keep it interesting.

That kind of IS the point, the prerequisites to reach and defeat the hardest bosses in a grinding game should be... big surprise... grinding. Time is just one of the resources needed to complete all content. If everybody did uber after one month the economy would collapse and PoE would die in a matter of months.
Just look at Diablo 3 where you deal billions of damage, its raining legendaries and people compete on doing rifts, greater rifts, torment 10 or whatnot. I fall asleep while playing that game because it's just a loot pinata.

COC is one of my Favorite builds in this game. Its a little powerful yes but not over the top. look at how much crit gear goes for. Rats nest cost about 10 to 20 EX for a new league. That shit isnt cheap.
Another thing to consider. Playing a COC build = playing solo because you will lag out Every one else computer.
So for a solo build i think its 100% fine as is.

I agree. I don't care for nerfs in any capacity. It's not as though CoC discharge is the only CoC build people use. People use CoC wanders with KB, CoC cyclone with ek, bladefall, or shield charge coc with multiple different spells.
CoC is varied. This isn't open beta where there was only one true king, sporking.
I love pie.
