Act 4 and Difficulties (Normal, Cruel and Merciless)
As to the -60 resi on 2 difficulties, it would not present that much problems, since GGG needs to adjust the stat of all mobs upon reducing one difficulties in the end, so they can adjust removing minus resi on each difficulties, and adjust the mob stats instead.
In this case, for 2 difficulties having 40% resi for Normal difficulties would equivalent having max resi on Cruel in 3 difficulties. |

" Maybe Act 4 will be full of monsters that wreck your resistances, so you need to overcap your resistances in order to survive. Going from that to -60% resistances + Act 1 mobs won't be so daunting. |

They could add a static "you get -X to resists where X is the level of the content" with a small amount of rebalancing. So a level 53 area would be -53% to resists whether you are in Cruel or Merciless.
That said, I like the three difficulty setup. Things you just do not even notice on lower difficulties become relevant when you come back on Cruel/Merc and things you had been ignoring like Rhoa charges start to matter. It's not like people take long in Act 1 Cruel anyway unless they are quite new to the game. Le Toucan Will Return

I dont know if this was stated previously, but I think adding all the extra acts just onto the end of merciless difficulty would be nice. All the extra acts would just be tons of endgame content, and they would have a lot more freedom with the acts in terms of difficulty and rewards.
