Getting hit with phys damage without armour makes you feel like you're made of paper. Update: Storm-Rider indeed doesn't grant Power Charges since The Three Dragons prevents Chill. Unless you have another way to reliably chill, such as Expedition's End, or Chilled Ground, it's a no-go for us.
