Chin Sol + blast rain
Does Chin Sol's "100% more damage with arrow hits at close range" mod apply to blast rain?

Yes it does. Only hits can penetrate elemental resistances.

your assumption is correct, area damage is not arrow damage. they changed the wording to prevent chin sol from working with AoE damage like Shrapnel shot, Ice shot cone etc probably because it was too broken:).. these skills AoEs all use the same point blank number for all of its area.. although if I remember correctly projectile skills that shoot no projectiles (RoA, Blast Rain) have its point blank modifier based on distance from the player rather than distance projectile traveled.

if you read the descriptions carefully you maybe notice, that PB refers to projectile attacks while Chin Sol talks about arrow hits. You ask why? Well its exactly for the reasons I explain in my post IGN: Eric_Lindros

All I can tell you is the BR is an attack, that fires an arrow, that hits, and can penetrate.......I'll let you figure out the rest......

All bow attacks are inherently arrow attacks. GGG is on record as stating that anything with 'Bow' in the name gets the Projectile and Arrow tags even if it does not fire either projectiles or arrows, a'la the old Rain of Arrows.
Blast Rain has always worked with Chin Sol before, I see no reason why it wouldn't now. I don't know if the wording change on Chin Sol is just a description update, or if it's designed to stop some sort of weirdness I'm not seeing. The only way I can see bow damage not also counting as 'arrow hits' is stuff like Caustic Arrow (did Chin Sol ever work with Caustic Arrow?), or perhaps GGG is sick of trap/totem workarounds with Chin Sol. Elsewise, any bow skill that capital-H Hits an enemy is supposed to qualify as an Arrow Hit, so far as I know. She/Her
