I would use it on a slow skill like Ice crash, but I wouldn't use it on Cyclone. Maybe I'm wrong but honestly I'd skip it.

check fortify in config and use onslaugh flask = profit

Hello, no problem and it doesn't actually lose damage at all, only movement speed.

Rampart = 16% attack speed + 5% movement speed + 44% attack damage + fortify from 20% -> 24% reduction Forever

Graceful assault = 25% attack speed + 25% movement speed + 20% attack damage. Only in maps (10% chance on kill is pretty bad)

One more question, why did you taken forceful skewering ? 15% impale is very worth for loose onslaught (so one potion slot) ?
