I just cannot get rid of my stuttering issues.
" Okay sorry for the attitude. I just checked and my monitor was set to 59hz,dont know if that makes any difference.However I think my system should be able to handle this game on 60fps just fine,and mostly it does except for the moment when the stutter happen,but during those stutters the fps often drops down to almost 0. I dont think thats because my pc is too weak for this game. |

Can you confirm that you have an i7 and 1060GTX?
You mentioned about upgrading. What are you currently running? And have you tried using the ddu utility that I mentioned, to completely wipe all traces of old drivers? You can obtain your mainboard drivers here: https://downloadcenter.intel.com/ choose "Automatically update your drivers" I noticed that you probably have your OS running on a non-Solid state HD. This will be a bottle neck for you. Consider installing the OS on the Solid state and having POE on it. " Yes I can confirm that. This is my setup: i7 4790 3.6ghz gtx 1060 6gb 12 gb windows 10 64-bit. I did the complete driver sweep maybe a month or two ago,but did it again today,just to be sure. Cant test it today though since poe apparently has to download an update of 5gb and that takes ages with my internet. (was the update really that big or is it because I used the ggpk defragging tool,where I cleared 4gb and now the game has to redownload those files?) Gonna have to test it again tomorrow with the driver changes. And yes, my OS is on my hdd while poe itself is on the ssd. I reinstalled windows maybe two months ago,but forgot to put it on the ssd. Apparently there are some tools that can migrate the OS to a different drives,but some people wrote,that doing that is not advices. |

Okay I tested it but its still the same.
I tried: -defraggin the ggpk file (but for some reason now after the update its the same size as before again) -fresh install of gpu driver -set monitor to 60hz (from 59hz) -made and avira exception for the poe directory |

I had literally the same issues, random fps drops to as low as freezing the frame for 3 or more seconds.
Game was running in DX9, tho I play with most settings maxed except Antialiasing (am not bothered by pixelated edges, considering I can't really see them at 1680x1050) I've disabled windows AERO due to issues with some other games I've been having related to window mode. And issues with POE started in Breach, lagging in various breaches, on opening strongboxes, on killing enemies, on ignite, on critical, on pretty much anything that caused even the slightest fluff to enter the screen. I re-enabled AERO on windows, and running in fullscreenwindow with vsync on, and DX11 on 64bit exe. Almost constant 60 fps with no noticeable FPS drops, and without Vsync I get almost 330 fps in merciless dried lake at entrance, and hovers at 56~69 in combat when lots of things die in rapid succession. Never seen the game run so smoothly before, to me GGG are actually fixing shit with the addition of DX11 and 64bit. anything with causing enemies to explode or anything like Lightning arrow on huge huge groups, will always make a stutter. i hope one of these is your issue, because its easy to fix. dont make things explode

Try to use a cleaner software to clean your computer first. And you can view this article: https://support.microsoft.com/en-us/kb/929135
And then I think you can uninstall your drivers including your graphic drivers and audio drivers, etc, then reinstall it. Update all the drivers I think is necessary. https://www.driverdr.com
