It honestly is not a big deal. It probably won't have much of an affect on GCP value even. Let's say you have a Q12 Fireball. You can spend 150 hours leveling it up to 20, then spend a GCP and get a Q20 and then another 150 hours (300 hours) to get back to lvl 20. Or, you can just take your level 19 fireball you want to use, spend 8 GCP to get 20, then use it and forget the other 150 hours.

This recipe will lower the cost of the most popular support gems by a bit IF they are level 1-15 only. Anything past that and I'd say it's about the same price as always for a 20/20 let's say.
However, I personally wouldn't pay more than 7-9 GCP for a level 1 20% Faster casting, where before I would likely have spent about 10-12 (buying a 14-16% and using GCP on it.)
GCP price may hit a small drop for the next 2 weeks though, simply because people are freaking out. Buddy of mine sold an EX for 20 GCP just yesterday (anarchy normally 1:15)

It's the worst vendor recipe ever (and a big thing), just because many people knew about it before it was revealed, it was kept secret for so long, and those who knew about it became insanely rich, just by buying level 20 gems cheap (I checked xyz/forums the day it was revealed, some sold level 20 gems for nothing before that), and selling 20% ones.

Didn't a dev come out to say that only ONE person knew the recipe all the while until the reveal?

No. Chris said HE only KNEW about one person, and he said that ONE MONTH before the reveal.
Lot of people actually said they made a lot of currency with the recipe before the reveal. Some of them shittalked the guy, who revealed the recipe, because they wanted more.
