That video is literally POE 1 game/engine with new content. That is not POE 2 in any capacity other than the spear.
What happened was Elden Ring came out, and GGG decided to try and make their game souls-like.

POE 1 whiners, whales, and streamers happened. These people did not like the new direction and they decided to do the one thing they are good at: trow a tantrum. And for whatever reason....well we know the reason......GGG mustn't upset these special babies. Why else have "big booms and flashes"......makes great streaming content.
They did exactly what Blizzard did in D4 - listened to the streamers and let them ruin their game.
Streamers are now 2/2 on ruining new ARPGs. Way to go guys and girls.
