Possible solution to XP loss everyone can live with

This argument is dumb. EXP loss is archaic and has no place in modern gaming. Look at Diablo 3 paragon prior to expansions. When P100 first came out less than 2% of players ever achieved it because it was a GRIND. If there was no exp loss but infinitely more exp needed after 90 you STILL WOULDNT get more than 5% of the community ever reaching 95+. They are artificially making people not play which in turn hurts their numbers. I get it they're doing fine numbers wise but why would you not aspire to do BETTER. If I made a game i'd want everyone to play not just neckbearded andies?
Lol this OP .. 30% loss at 90, so you login to a map, get a massive lag spike or get 1 shot from off screen due to second rate game design and you've just lost about 60 maps worth of experience? I'd abuse you but they'll just edit my post and move it. You know what I want to say...
GGG, implemented XP penalty for the sake of player retention.

But in the end it makes majority of the player based go rage and quit playing.

No wonder GGG lost around +80% of players, regretting buying their crappy game and mechanics.
Only the last post reflects at least a little on the reasons for the situation.

What's the point of offering something if you don't understand the reasons for the situation?

The penalty is necessary for some reason. What for? Then, so that players can't easily reach 100, which is what you ended up with.

Any changes here are not about the convenience of the player, but about changing the developer's policy. They should change their goals, but these are tectonic shifts, so don't count on them.

The problem, in my opinion, is that "the player does not like to lose". The player does not understand that he has entered a zone where not everyone can cope. There is no "New Game +" or "New Difficulty Level" sign. So players don't expect it. When I play a roguelike game and choose a new difficulty, I know what I'm signing up for, so I don't feel disappointed by the failure.

Here you are cooked over low heat, and at the same time leaving carrot in the form of endgame content. It turns out a synergy of negativity - you don't understand that the difficulty here is such that 99% will not cope, and you desperately want to see all the content.

And while I love the game, and I don't regret the money and time spent, I have to admit that this situation should be called a "bad design".

All the posts miss the obvious: slowing player progression but not making it impossible is giving them another carrot to chase and the feeling their characters are never fully done. And this GGG obviously wants us to feel for as long as possible. Problem is balancing this, of course, and a real danger to lose a player due to a fit of rage because of bad code or a cheesy one-shot, not skill/gear issues. The obvious, really good way of achieving this is make level requirements higher but eliminate the feelsbad penalty, if it will take me a week to get another level at least I can reliably chase that, if it takes me another 2 to get another level then again, I can chase it. I lose time by death already, I lose mechanics and boss attempts by death already. It's more than enough.
Lower the penalty to 5%. Give us 6 portals. Raise the XP requirement for levels by 50%. That way it will take us much longer to level up but wont hurt as much when we die.
oh no more crying on EA league...

just get Omen of Amelioration and stop IT FOR THE LOVE OF... WHATEVER
Just make mobs able to reach player lvl, waystones should be able to go to tier 20+. The problem with the penalty now is that 1 single death = hours of exp loss at lvl 90+. Losing hours of progress should only happen from multiple deaths not a single mistake. This wouldn't even be an issue if tiers weren't capped so low.

Anyone bringing up omens is completely out of touch, they are too rare and the cost too high.

There are many players who get more enjoyment out of trying to max out a character instead of creating a new one constantly. Yeah I know, leagues last a few months, well not everyone likes to make a new character that often.

The possible solution would be to make XP penalty very low until lvl 100 and also make level up much faster, and just add 10 more laves with high XP penalty and slow levelling up for those who like to grind it this way.

Oh wait, it's already was done, just with lvl 90 instead of 100. Well, I guess having not rounded number of character's level tortures people's souls.
Since they are hellbent on keeping this mechanic the easiest and most elegant compromise would be to run back to your body to recoup 50% of the experience. To do this they would have to introduce 6 portal maps (or another number just more than one portal.) If you die on the way to your body you lose the chance to recoup that as well.
