There are many ways of countering the mana drain, though, I'll list a few:
* Have block and stand next to the mob (already mentioned)
* Have some sort of Pin and pin the mob away from you (there are both spell and attack options for this)
* Have some sort of strong slow, like Temporal Chains, Chilled Ground, Jagged Ground and/or Maim
* Have a wall, like frost wall, shield wall, etc
* Have a secondary skill set with the 24 points dedicated to defense so you can actually blink inside the donut and face the mob
* Or the above dedicated to stun/freeze/electrocute build-up and something like Glaciation or Overpower
* Have a swap weapon set (wand/scepter) with tanky minions supported by Meat Shield to hold the mob for a bit while you blast it
* Have a fast hitting skill supported by Knockback and push the mob away from you
You're playing one of the strongest builds in the game right now - there is a hard counter to the build in 01 mod found in rare mobs. You do need to have at least one way of dealing with the counters of your build.

I thought they was hard too but they aren't.
Just fight them fast.
Strats work

Summary: Mana-drain donut mod is good conceptually, but it is poorly implemented in the game, specifically because its effect cannot be directly mitigated.
Stun,Electrocute,Pin,Hinder, etc: Slow or Immobilize the drainer.

It is clear that there are ways to more often successfully avoid touching the donut, and each of the methods you mentioned might well be viable defenses. However, none of the defenses you mentioned directly mitigate the drain effect.
It is also clear that there are ways to more often successfully avoid experiencing damaging effects and other effects in this game; That doesn't mean that direct mitigation of damage and other effects don't have a place. They do have a place...and an important one that is core to the game.
Having the choice to: 1) Avoid; 2) Mitigate, or to use a combination of those to defend against a negative effect is status-quo for well-designed mechanics such as these. To neglect integration of either one suggests oversight or a flaw in implementation.

The "Don't stand in the stupid" mechanics go back about 25 years - like we're talking Everquest days.
Don't stand in the donut is not an unreasonable ask.

Mitigate the effect of a resource being drained by either increasing your resource pool, decreasing the resource cost of yourskills, or increasing your resource recovery

Nah, not really. This wasn't true in PoE 1, and it definitely isn't true in PoE 2, even less so.
There are many things in this game that are supposed to either kill you outright or get you damn near close to death, unless you entirely avoid them.
The blue donut is one of them - it's not meant to be tanked unless you're somehow essentially immune to lightning damage, mid-range and use basic attacks to kill rares.

Most of that runs into the other problems with the game. Monster movement speed, minions being ignored, corridor maps, ice wall not functioning properly, mana cost of skills, and one support only. You're better off getting a huge damage boost and buildup everything before mobs can react.

Why not add a life/ES siphon similar to the mana siphon?

Uhhh.. it's called "damage"
No, but really, not sure what you mean.
Mana is not life. A Keystone changes that. Keystones are not the default gameplay.
Donut rings don't make MoM unplayable. In fact, MoM is one of the best defenses right now.
I really don't know your angle.
