To improve itemization, every pair of boots should have movement speed as an implicit (as opposed to prefix). There are a lot of boots you can't use simply because they don't have movement speed. This change would make traversing the game better and a huge QOL improvement. The implicit affix could spawn with escalating tiers based on item rarity as follows:
* Normal Boots: 5-10% Increased Movement Speed
* Magic Boots: 10-15% Increased Movement Speed
* Rare Boots: 15-25% Increased Movement Speed
* Unique Boots: 25-35% Increased Movement Speed
Just as charms were added as an implicit modifier on belts, same should be done here.
Agreed, except why unique boots have more than rare?
Make rare have 15-30% at the very least, imho should be 35% top roll, why do you want us to be forced into unique boots for the maximum stats? wth

Agreed and updated OP. Also each successive tier has a larger MS range. For example, Normal has range of 5%, magic 10% and rare/unique 15%...

Implicit's are not depending on item rarity, but item base.
Imo it could be more like some bases give more protection, and the other give more MS, same with armor/es/ev, ev boots could give more, while armor less instead of MS on the tree in dex area.
Probably some bases could even give more dodgeroll distance instead MS.

Ehh.. just make base characters 10% MS faster by default. that will solve a lot of the points made in this thread without playing around with a bunch of item bases

I don't like the idea of just raising base movement speed of all characters. This problem should be solved through itemization.
Making movement speed as an implicit modifier ensures every boot provides some amount of speed, alleviating the frustration of finding otherwise perfect boots that are unusable. Also by guaranteeing a baseline of movement speed through an implicit, players are freed from needing to reroll for a mandatory affix during crafting. A boot with a lower-tier implicit movement speed can still be a valuable upgrade if its other affixes are strong.
