More a build check then skill check, like most of the game ... well the whole game.

Even in POE1 act boss, Merveil demands some cold res.

What's the point of playing if people don't put defense and active positioning in mind?

POE2 should not be a mindless blasting game. (like it is endgame, or POE1)
The thing is, in endgame you can always take a few steps back. T15 feels spicy? Cool, run T14/T13, fix a couple gear slots, come back stronger.

In campaign you don't really have that safety valve. Sure, you can grind already-cleared zones, but that's basically the gameplay equivalent of eating plain rice in the dark. Technically food, spiritually a punishment.

And yes, "skill check" bosses can be fine, but right now it's often just "DPS check, but longer". If you don't have enough damage, you don't get a new way to play the fight, you just get more minutes of the same dance until you eventually slip on one pixel and explode.

What I'd like is more encounters with actual mechanics that let you trade knowledge for progress. Like that prison boss (can't remember the exact name) where you impale it with the ballista. More stuff like that.

Let raw power still work, obviously. But also give an alternative where you can be clever, use the arena tools, reduce the boss's effective HP, or create a real window. Then it's not "farm RNG or uninstall", it's "figure it out and execute".
Yea in POE, especially Phrecia some end game bosses does have DPS check.

I don't think Jamanra is one of them.

I took me 2 tries to beat him, the first time was close too.

And I'm freaking new to the game, which no guides and random skill/weapon.

Completely unoptimized.

It's I just spam windblast to stun, and normal attack when he's down.

Windblast probably had leech life, leech mana. Had about 50% res. That's about it.

Literally doable to anyone.

Does it take awhile? Yea. THERE'S NOTHING WRONG WITH THAT.

Also, coming from older Monster Hunter franchise, I'm used to hunting for 50 mins, and fail.

In fact, my first time I beat Shaper (POE1) was also more than 50 minutes.

As long as it can be done.
