Map drops are not random, most maps drop from connected maps. Maps can technically drop anywhere provided they don’t violate the tier ruling but you don’t get maps from the right side of the atlas dropping if you’re running maps on the left side,
In this case, everything is working as intended. As was said above, google atlas completion and take a crash course on how all this stuff works before throwing a temper tantrum. Then you won’t look so dumb...
It never worked like that. Also after the latest changes you have more chances of dropping the map you have not completed. I run left side and get right side of the atlas maps and vise versa so.
Check how the branches connect in the atlas and run the correct maps instead of whining and coming up with bs theories.
What "correct" maps? What "theories"?! I, of-bloody-course run the correct maps, I run them all! And it's no theory, it's an observation. Learn the difference.
But how can I run a map that doesn't fucking drop, eh? If no Arid Lake drops, I can't run Arid Lake, now can I. So I run Dungeon instead, because I have two dozen of them. Guess what maps drop when I do? Armoury? NO! Arid Lake? NO! Dungeon? Uh, yeah. Over and over and over.
Like I said in the OP, I have never seen this before, never had any kind of map progression problem - ever! Now, six hours of doing T1-T3 maps, and some maps just; Do. Not. Drop. Get it? Do you understand?

Exactly. I have never seen maps drop like that, and if it did, I wouldn't have this problem to begin with, because if map 12 drop map 13's, I would run 13, which would drop 14's, and I would run that, which would drop 15's... yeah, you get the point.
But it doesn't work like that. Just to prove the point, mainly to myself, I just now ran Cursed Crypt to try and get Desert which is next in line. One map dropped; Crater, which is 11 maps to the right. Lucky, actually, the first new map in eight hours (I'm now at 28!). So I ran Crater, so now Glacier should drop, which is next to the right, right? Well, no. Two maps dropped; Cage (12 maps to the left) and Excavation (9 maps to the left), both ran a dozen times.
So, no, maps do absolutely NOT [mostly] drop in chronological order, what an absolutely preposterous idea!

Yes (I fucking KNEW someone would pick up on that) I have run Arid Lake, it was one of the three maps I managed to trade for explained in the OP. I took the image after the fact, which I incidently also said... in the OP.
Arid Lake has not dropped for me, not once. About 20 Dungeon and 20 Armoury has, on the other hand. If you think I'm lying, then do, I care not one iota.

Yes you can run left side and get a right side map drop... if you already have atlas completion for the right side map that dropped.
To get a map to drop that you have not yet completed, you have to run a map that is directly connected to it in the atlas.
For already completed maps, it is purely random.

Your screen shot shows 21 maps, not six billion.
For 21 maps, the distribution you have is perfectly reasonable.
If you disagree, go ahead and do the math to support your position. I'll check your work tomorrow.
