In think AA is most useful for fast ranged builds because both the chill and damage taken fit perfectly the kiting playstyle.

This is a good analysis. I honestly don't really know how the community "rates" Arctic Armour so I dunno if it's underrated or overrated :P
All I know is that, for my personal preferences, boss-killing power is very important, and Arctic Armour applies a very reliable Chill on Malachai.

Chill is very strong.
Arctic Armour's Chill is kinda pants.
The radius on the trail is abysmal at best; the most effective method of applying it is using Cyclone, which forfeits the Damage mitigation de-facto. Whirl or Shield Charge can be used, but both are wide enough that you can hit without landing the trail (and you'd forfeit the main hit on SC). If the enemy takes even a single Chilled step, they're off the trail. Applying the trail inherently means not benefiting from the Damage mitigation.
Chilled when Hit assumes you're taking multiple hits from the same enemy, and has an utterly terrible duration. CwDT Vortex or Arctic Breath is miles more effective; actual AoE, longer duration, doesn't come with Reservation.
It's rated just about right if you ask me; situationally decent, and unreliable.
I was mostly referring to chill on hit. trail is a nice bonus.
I think chill on hit is very good. it ensures you arent hit fast in succession from hasted enemies. synergizes very well with armour.

How good the trail is really depends on setup and playstyle. Example: If you use WB + fortify to keep up fortify and avoid "telegraphs" per WBing through the boss then the trail will keep the boss perma chilled without needing to get hit as per cwdt setup.
No wonder it's lost, it's in the middle of the jungle!

trail also works wonders on devourers since they pop up when you walk on them
