If someone playing at 30% of the efficiency of a top tier build, and still having fun, then almost anyone playing an optimized build will faceroll the content by default.
GGG's solution to this seems to be to provide optional challenges like uber Atziri, endgame lab and t15 maps. But those are gated and running them is only situationally worth it from a character building pov.

FYI: This is a solo game. And no, you can't play offline. Genius. Quality. Competence.
