sounds like you did not meet fairgraves in the ships graveyard in act 1 he only appears in docks after you complete his quest in act1
I don't even remember a Captain Fairgraves, so probably not. I also don't have The Docks unlocked yet.
Hi Just go back to act 1 ships graveyard and find him finish his quest and then when you reach the docks you can give him the decanter

OK, thanks. I looked around last night and don't think I saw a zone called The Ship Graveyard. Maybe I somehow skipped an entire zone.

It's one of the zones with a waypoint. You can't miss it...

its the right after the climb its the one with the ghost sailors and sirens you probably ran straight through it to the coves

You must have - it is impossible to finish act 1 wihout visiting it. Unless of course someone rushed you through it by providing portal directly to Merveil. :)

I did in fact have to do the Captain Fairgraves quest in Act I. It would be nice if this portion of the quest would take advantage of the quest log's map indicator, similar to how other quests function.
