I think they make any announcements when they get to it. Maybe it will be part of other announcements. Please be patient.
If the cause of unavailability in legal rights, why the game is not available through Steam, but is available in a standalone client?
And if you have a plan to create a Russian reservationg (due payment methods or separate servers), then why would it not create one after the new servers / localization, and no more than half a year before?

Seriously, it will soon be a year since Path of Exile got a regional restriction. And nothing happened. Why did you even do it, guys? On some level I might understand (but would never approve of) regional restrictions if there is/was a local partner ready and willing to provide servers, additional payment options etc. But there is none of that so it's weird.

Steam is huge in Russia. Why would you choose to make this game (which could be huge in Russia as well) unavailable to Russians via the most popular digital distribution platform in Russia is beyond me.

You're assuming it's GGG that imposed the restriction and not Steam or some Russian law...why?

"Assuming" could be correct technically, but really I am pretty sure that Steam and/or Russian legislation had nothing to do with it.

1. I live in Russia and there is no law of any kind that would/could somehow ban a free-to-play game like PoE from a non-Russian digital distribution platform. Plenty of games with the exact same business model are available on Steam and via other platforms for Russian players. Not to mention that Path of Exile is also available, just not on Steam.
2. It looks pretty obvious that this was GGG's decision judging from this comment.
