You can find them while doing June missions, they will sometimes show up during the intervention encounter, need to be fast though because the body disapears after some seconds. You can also find them during the safehouse missions. If you are on trade you can ask in Global Channel 6666 if someone can share them.

There are also alot of videos on how to do it. Gems are shown in the first page under the spectre section. You also want to convert it with Triad Grip to cold since they are phys based.

I cant share them since I am on SSF. Good Luck!
