scion should have more dps, but usually I see them going with one claw and atziri's reflection, plus other expensive stuff to be tanky.
that shield is about 35-40 exalted now, and the prophecy is that expensive too, I still think that the occultist is better being cheaper and tankier.
and keep in mind that with scion you don't have stun immunity from vile bastion, so if you go with ES you'll have to use the brine king pantheon or kiara's determination to avoid being permastunned.
another option would be going life as scion, using brutus' lead sprinkler instead of howa, it seems a very solid build to me, but it's a whole different build/concept
