2) How rare is Krillson and will you need him to spawn in order to fish? I've only ever seen him once (In the Docks no less).

1) Pretty rare. Additionally, you need to have Fairgraves equipped to enable them in the drop pool. Was the case for the 2 i dropped.
If fishing isnt just a troll, they are most likely involved, maybe just equipped.
2) Probably something similar to mirror rarity. What's for sure is that one of his quest is actual fishing, no idea if it's possible ouside of that.

I would think they had been taken over by Field and Stream.
