Such passive nodes or notables will not affect your Scorching Ray. It has "with attack skills" which means it only applies to attack, not spells such as Scorching Ray.

No. Remember, the reason Scorching Ray can't ignite is because it doesn't hit:

There is currently no way to add a hitting component to Scorching Ray. It can't and won't ever hit. So, if you want to play Scorching Ray, you probably don't want to build around Ignite. Look for increases to Fire Damage and Burning Damage instead.

Elemental Equilibrium (EE) also grants a huge damage boost to Scorching Ray, but it's a bit of an advanced tactic, so you may not feel comfortable with trying it out right away. We can explain further how EE works if you'd like.
