60fps down to 30fps - What's going on ?

Ahh I see it's standard practice here too... something breaks after an update and we all argue amongst ourselves as if it's something we ALL changed on our systems at the same time.

Same here... since the lat update, 60>30fps constantly, lags which DEPEND ON WHICH MAP I'M IN (yes... I'll have 1.4k ms ping in one map, portal out, 0ms, portal back in, 1.4k ms, OPEN A NEW MAP, 0 ms. and full game crashes.

(i7 6700k
16GB RAM
GTX 1080
250GB EVO SSD)
(not that it matters)

I'm in the exact same boat as you, OP. It's extremely frustrating. As much as I really enjoy PoE, until this issue is fixed I can't justify spending any more money on the game.
Same here. I just wanted to commend OP on very thorough research, ruling out a bunch of likely culprit factors. Thanks for that, aerao!

Absolutely! All the cynical remarks aside, whatever this problem is, it doesn't hit every one of the players of the game, so figuring out what triggers it does mean figuring out how it relates to the systems that do have problems. The more possibilities eliminated, the easier it is for GGG to figure that out and fix the problem.
Up of this again.
I am on talk with support, they make me alot of question...
Whaiting for a solution possible :D
Upping this again, still braking ths v-sync...
god i hope GGG gets a grasp on this from all of the previous information provided. never thought i'd lag this terribly in an action rgp.

You should probably give some thought to doing something that might solve your problem, by running the WinMTR test as specified in the sticky, and posting the results in a separate top level thread -- or just emailing GGG technical support directly -- rather than wishing "the problem" might be solved when which of the many "the" problems you actually have is unclear.
Up again...
