I have always played in windowsd fullscreen, Vsync and I had never dropped below 60fps before.
- Update (08/01/2018): I replayed in Fullscreen (with and without VSYNC enabled), I always have the same problem.
My ping/latence, in game, is always correct and does not move (~ 30ms)

The Problem? ##
Like many players, since
version 3.1 of PoE, the framerate, during the fighting, goes down and the game is unplayable. (Worst multiplayer!)

So what happened? ##
Since 24H
I tested a lot of things.
with the windows 10 .iso file and a USB 3.0 bootable key, I need about 15/20mn to reinstall windows 10 on my SSD (Windows + nvidia drivers + copy/paste the PoE game in the steam folder).
=>
I decided to unplug the sound card from my pc to remove any doubt (drivers conflict or other).
So I decided to make several install clean and to test with these configurations:
- Windows 10 Pro 64bits - version 1709* - nVidia 390.65 (my current version)
- Windows 10 Pro 64bits - version 1709* - nVidia 388.71 WHQL
- Windows 10 Pro 64bits - version 1709* - nVidia 378.92 WHQL
- Windows 10 Pro 64bits - version 1703** - nVidia 388.71 WHQL
- Windows 10 Pro 64bits - version 1703** - nVidia 378.92 WHQL

note1: windows 10 => windows search + superfetch services disabled
note2: PoE => all the graphic details of the game have been tested at the lowest (dynamic resolution deactivated).

Ascertainment : ## (with all version):
1- In my Hideout (idle), randomly (and unfortunately too often), without golem, without aura, away from NPCs, the FPS is not stable (same problem in Town):
2- when the fps goes down if you stay on your spell without releasing, the framerate stays at 30fps for several seconds (even if there are no monsters) like this (hideout)
3- Whenever the FPS goes down, just press the windows key for the framerate to instantly go up to 60fps.

Update (08/01/2018): install nVidia drivers 390.65, no change.
So, What's going on ?
