I agree with Rakiii,

piscator will surpass any sub 300 edps wand quite easily.
The 5% penetration is cake. Imagine if a boss has 50% res, 5% pen is equal to 10% more damage. The more res they have the higher the more modifier from penetration. For instance if a mob has 75% res, 5% penetration is equal to 20% more damage.
Combined with several penetration nodes on the ranger side and perhaps pathfinder for the 10% penetration one wouldn't need to link penetration gems in his setup.

also slamming 21 lvl anger + wrath + lvl 4 empover in a +1 item is some pretty sweet dps.
