The highest value for Vaal Discipline is for characters who cannot leech. Summoners and Remote Kill Characters. These Characters can not reliably kill (Dots might kill and give the kill credit, but Totems, Traps or Mines do not).

A character dealing direct damage always has leech as a pretty reliable way to fill up ES, those characters lack that option (unless you are a Chieftain with GR or use the Trolltimber Shield).

Since Vaal Displine doesn't provide ES anymore I don't see a reason to use it on something like a Whispering Ice Char who leeches to full almost instantly anyway. But for Flameblast Totems Vaal Discipline can be a life safer and even though you still often get on kill effects due to Ignite Kills (most notably on corrupted bloodlines) it doesn't happen reliable enough to make this an interesting option for them and other similar builds might not rely that heavily on ignite or poison.
