Where did you take that? who said you about 64% hit chance? there's no such information on wiki and, even if so, ligic is easy, hit chance depends not only on accuracy, but on evasion of the target too, so, we can assume, that SRS gain some accuracy with levels to keep up with higher level enemyes/higher evasion levels. In this case empower 4 is not only a 30% damage buff, but accuracy buff as well.
And yeah, once again, i want to see the source of information you're giving. I have never seen anything like that in entire PoE history before

I don't have much minion-movement speed yet but in indoor maps or those with complicated layouts my zombies basically can't follow me at all anymore.

They don't even seem to work as meat shields anymore and using convocation on cooldown isn't very fun...
