I believe I fixed the problem.
I went into Nvidia Geforce Control Pannel.
- Turned power management to Max Proformance.
- Turn VSync off.
So far everything seems to be working rather smoothly, I will update if there are anymore problems.

I'm sorry you had to go through that whole headache of wiping and installing the OS again. Awesome job troubleshooting and narrowing things down. Would you mind turning back on V-Sync to see if V-Sync or the power management settings were the problem for you? That would help others who run into the same issue, and help people like me to help others. Thanks!
Ran some tests, I tried turning them on and off and the game crashed everytime the only stable version was with the ones I listed.
Now for some reason my balanced power setting are now overriding my nvida control panel settings. I had to change my power options to high proformance.
