Firestorm rather (Fireball only gets a single hit per cast). I feel that it would function fine in a 3L, as the firestorm will score a lot of hits on its own. The Ball Lightning is just for a few extra hits, but I don't think it hits nearly as many times on its own as firestorm does.

CWDT + GMP + Arctic Breath
-Leaves chilled ground, slowing your foes.

(If using a shield)
CWDT + Tempest Shield + Molten Shell
-Helps mitigate incoming damage

CWDT + Molten Shell + Phase Run
-Helps you escape by running through enemies with some de-agro

Big +1 to `CwDT + GMP + AB`.

It produces a shocking amount of chilled ground. For a 4th link on that, either stick on Blind and hope for the blind proc, Frost Wall to get a little more distance, or Temporal Chains or Enfeeble to double-up on slowing down/weakening enemies that are right next to you.

You can always curse them again with damage curses if needed once you get your distance.
