Been around since May of 2012 in Closed Beta if they say something they do it. Besides if they were using that paragraph to later hide a character wipe they were gonna do. Or did you struggle with reading comprehension in elementary school? Read their front page, where it says in big bold blue letters: NO MORE CHARACTER WIPES. The number of messages has nothing to do with whether the content is true or not. The homepage is as official as it gets and therefore answers the question.
