About Copying the PoE Folder

All you need to do is:

1: Copy the content.ggpk file from your folder
2: Get your friend to download the installer from the website. This should default to C: Program Files (86)/Grinding Gear Games/Path of Exile
3: Paste your content.ggpk into this files. Choose copy and replace option when the popup happens.
4: Get your friend to click the POE application executable. It will have to download around 8mb.
5: Success.

That's that I'm doing.

Used installer
Copy-pasted content.ggpk into the new install of PoE
Ran the Client.exe
> Checking resources
> Allocating space
> Downloading 0 of 5.0 GB.
(Content.ggpk is 5.5 GB though)

I just copied the whole folder off my bro and it worked fine
