Tempest Shield + Cybil's Paw - Spelldmg increase from block chance not applied

When I activate tempest shield while holding Cybil's Paw, my block chance goes from 72% to 76%. Cybil's Paw gives 6% increased spell damage per 5% block chance, and by reaching the 75% block chance another 6% increased spell damage is applied to my Molten Shell and Incinerate (tooltip immediately changes and displays some more damage).

However, the spell damage from Tempest Shield itself (lightning damage that lashes out on block) should also increase, but it doesn't. Other spell damage modifiers like Iron Will do apply to Tempest Shield as expected, so it seems either the increase in damage from the increase in block chance isn't displayed in the tooltip or the damage increase isn't applied at all.

Looks like a clear bug to me, maybe someone could look into this?

The damage from tempest shield isnt spell damage.

If you unqeuip Cybil's Paw, does Tempest Shield change at all?

The linked Tempest Shield has 117-175 base damage, so a 6% increase should be 7-10.

That would be 6% MORE damage, not 6% increased damage.
