Finally figured this out.
You need to activate the Steam Overlay, so that when you are in game, you can Shift-Tab and bring up the Steam window. This links the game to Steam so the transaction can occur.

This worked for me. Make sure the Steam Overlay appears in game when you click Shift/Tab. Then it should work.

I'm also having issues making a purchase through steam. I have sufficient funds in my wallet and have followed the instructions above for enabling steam overlay in the global settings and in the POE launcher settings as described above.
Is GGG or Steam working to fix this issue?

Same issue here. My Steam wallet is credited but all I get is "Steam purchase failed" in game. Already did all the stuff above. I'm from France anyway.

the problem is ppl are going into steam and buying points, you cant do that, i lost 5.00 to steam, which means i have to buy a steam game.
this is what you have to do.
1. read the thread before this post, and apply your ingame overlay.
2. open you POE,
a. press shift and tab together and it will open the over lay
b. open the website by clicking "open website" it will open POE website
make sure your log in.
c. hit shop tab
d. go through payment, (you are still in overlay)
f. you now have points next to the coin.
H. (stands for happy) go shop.
wam bam its done !!!!!!!!!!!!!!!!!

1# Update poe to beta.
2# Update back to normal game.
3# Aaaaand it works.
