Item Rarity Sucks

You will really start to notice after about 100 iir, you will find your self having to stop to sell rares more often.
What do all these numbers mean?

Kill a lot of shit.. fast.. over and over.. eat something.. pick up blue and yellow garbage.. go to town.. take a poop.. receive alteration shards.. Kill more shit.. go to bed.
What I would do is I would go in a party or create one party, put on my farming gear on and farm with them.. That's the biggest chance of getting good drops.. However you are not the only one who wants items.. I'd suggest partying with friends.
The fact is that you are not guaranteed anything. You could go through an area and get no rares and then go back through and get 5 rares and 1 unique. I agree with everyone else that ~100% is when you start noticing a difference despite RNG. That doesn't mean that your 35% isn't doing anything for you though. If you did like 500 trial runs through the same area and compared the result you would probably come out with about 35% more rares and uniques.

did 2 hour normal geniss runs today with 300iir was hoping for a 2nd andvarius or a dreams but got 5 of those so called common uniques instead

100% IIQ = twice the chance of item dropping, not twice as many items.

The amount of people who don't understand the item system/RNG in this game is amazing. GGG should offer weekend seminars at their learning annex in Auckland.

I would say you should find at least 2 rare items per map on average with 0 quantity and rarity

Not like it matters, several more blue shards or less
Trying to get people to understand statistics by explaining what you understand isn't going to work. People need to learn this stuff over time. There's so much to unlearn too. I gave up trying to teach people math/statistics on the internet years ago.
