[Suggestion] Expanding Amulet Bases for Patch 0.5.0

Yeah, really think GGG needs to add another gear slot (beyond boots) as a source for MS.

To differentiate MS on amulets, make MS a conditional affix. Having a source of MS on amulets actually strengthens boots without MS, making many unique boots viable.

Yeah i think it would be a nice one for dex character. I like the conditional effect on it.

Yeah, conditional MS affix helps differentiate it from boots.

What would people think about an amulet base that provides deflection %? Just an idea.

Chatoyant Amulet
• Implicit: (3-5)% Increased Deflection Rating
• Requires: Level 55
• Justification: Derived from French "Chatoyer" (to shine like Cat's Eye), the name reflects reactive nature of Deflection. At Level 55, places it at the transition between late campaign and endgame maps. Since Deflection is critical for Evasion builds, a percentage multiplier allows players to "double dip" on high flat ratings provided by higher-tier shields, etc.
