Prism of Belief is not increasing damage

Let me tell you guys 1 thing, it does. Hover over essence drain and look at projectile damage and dot and you'll see it increases the lowest base damage

Same for +3 Bonestorm. Level is increased, but Tooltip DPS stays the same, Mana cost seems to be unchanged as well.
