[3.28] Soulrend Aurastacker / Block based Chaos DoT / Infinite EHP / All Content ✔

Stupid question since I saw the title changed, but is this viable/somewhat updated for 3.28? I am looking for an occultist chaos damage build and most of what I find is endgame or high budget.

However they did give ultimatum a new modifier "Players cannot block" That is the main change this league that would be considered a nerf or build breaking.
