Syndicate spawns only a single encounters in maps

Single encounter in alch'd Shaped Strand today. Fortification with Riker (Rank 0), Cameria (Rank 2), and Haku (Rank 2). Executed Cameria, then Haku. Interrogated Riker. No further syndicate spawns, did not bypass any, fortification was the first one i saw. Syndicate spawns are getting more and more rare, which is unfortunate because it's one of my favorite league mechanics.
I have this happen so often I wasn't even sure it was a bug. Almost always with my daily.

Today in plaza map, intervention encounter, then transportation encounter. No research encounter in the map to be found.
Hi!

When you create a new instance and get Betrayal in your area, it checks to see if there are non-leader Syndicate members available in Fortification or Transportation (it picks one of the two), Research, and Intervention. If nobody is available (nobody's in that branch or they're currently being interrogated), the encounter will not spawn for that instance.

Subsequently, if you have only one Research member and they join an Intervention encounter earlier in the map, they may not be around to defend the Syndicate Laboratory if you've interrogated them or shifted them to another branch. This results in empty encounters.

OK, this somewhat clarifies WHAT happens, but is this working as designed? Is this how GGG envisions that Syndicate should work? When Syndicate was made core you clearly stated that we'll get 3 encounters/map. Now we get about 20 asterisks to that statement saying it's actually 1-2-3 or maybe none, flip a coin.

Hello dear white knight. You might notice that I don't have a GGG badge nor anything indicating that I am a game designer. I simply report an issue and indicate that there is an inconsistency between what GGG "promised" about this mechanic and how it is delivered.

It's not my responsibility to fix it or offer solutions. It would be if I would have participated in designing it or GGG used my input for that, but that is not the case. Players don't have to offer solutions to bad or clunky design. We don't get paid for that, we don't have access to game code, it's not our job.

It would also be stupid of me to offer any "solution" as long as I don't have a confirmation from GGG that the way it works now is as per design. Hence my question.

This is not bugged. This is working as intended since the Betrayal league started.

It did not work that way because in Betrayal there was only one encounter per map not three. An easy fix would be for GGG to go back to one encounter per map and just make Jun, Alva, Niko and Einhar missions permanent on the atlas. They just need to tweak things a bit if they think it's too much. This will allow people to target farm what they want and fix the currently crappy system that they have in place now.
Today, syndicate mission on the atlas, Moon Temple Map :
NOT A SINGLE ENCOUNTER SPAWNED.

I think Betrayal encounters should be able to spawn in every maps even if there is another Master in there. (like you can have breaches/abyss)
And go back to 1 encounter per map.(not every maps, just the 12%? is currently is)

It would fix a lot of "bugs" of having events not spawning, and would reduce the lag by a lot.
