I'm planning to do that build again in delirium since I had the most fun and survivability in a while. They haven't changed anything in the skills but I don't know about the tree changes. Also they have added a possible crafting prefix for +2 additionnal arrow on high level bows. I don't know if this is worth using with toxic rain to have more arrows I didn't test it. Either way, I think I'm gonna stick with quill rain again because I had 7-8 APS to stack the maximum tide-pods

Not really, I think perfect suffixes are pretty much locked to damage over time multiplier, attack speed and multimod.
This may be a really odd question, but what's the use of Withering Step in general mapping/bossing? I played the build before the skill was introduced so I'm rather confused :)

Withering step directly applies max stacks of wither. So it does not have to ramp up

Ahhh so you just get a few pods out, pop withering step for a split sec and keep shooting. That makes sense, thank you!

Yeh after u use wither totems. Or place totems en wither step after to get max stacks instantly.

I just kinda do whatever feels good. Sometimes I want Withering Step's movement speed, sometimes I want to dash, sometimes I want to Blink Arrow. Live your life.
