Empty Syndicate Encounters

Have you guys considered if it's Cavas/memory doing this to your maps? I had following happen also in Ramparts on todays "daily" of syndicate which spawned on Ramparts.

Enter map -> Do Research -> make X and Y trusted and leave research through portal -> Meet Cavas and complete memory -> rest of map had Syndicate encounters disabled afterwards (meeting empty fortification and no intervention happened).
