Just going to dump a few thoughts here:
Build is working well as expected (tested it in Flashback). Level 88 right now, upgrading gear pieces gradually. Spell Echo still seems to be a really good option for general map clear, only went for 1 duration cluster though. Changed the skill tree slightly to grab the chaos resist life nodes because temple mobs deal a ton of chaos damage. Get Atziri's Promise asap! Inpulsa's is cheaper than I expected, still quite affordable and build works fine until you get it. Using Blasphemy+WM in place of HoA until elder ring. MoM at ~1k or less mana unreserved is meh anyways. I personally can't stand Whirling Blades with the low amount of attack speed this build gets. Shield charge is faster since it can also be scaled by a Quicksilver Flask and damage is still high enough.

If this build seems slow to you after cruel lab you are doing something wrong. I'd rate it one of the fastest map clearers right now, at the cost of survivability. Being a self-cast spell build in melee range will never be as safe as a bottom-left-side-of-the-tree build. Grab a Decoy Totem, it helps a lot!

I don't see a Herald of Ice in your gear. That's crucial for having fast clears due to the shatters. Drop Herald of Ash if you need more mana unreserved as it's the least important of the three. Other than that, what leafyr0kr suggested.

Regarding your other question about Herald of Thunder: As the skill gem suggests, it activates if you kill a shocked enemy. Since your only source of lightning damage right now seems to be the Herald, you are probably not shocking a lot. Try Physical to Lightning Support in your Blade Vortex links.

Ok, so... I'd say that Immortal Call + Inc. Duration is mandatory. You need those few seconds of no phys damage to get your leech going.
Onslaught with Blade Vortex isn't optimal, you should really get atleast 2B1G1R to deal more damage.
If you're having no problems with mana, no need to put blood magic on Whirling Blades.
Your Arcane Surge + Orb of Storms + PCoC is not being correctly used, your Arcane Surge must be at lv 6 so that one cast of your Orb of Storms will proc it.

Gear can also be heavily upgraded, but I dunno your level, so go with what you're comfortable.
